How the ILAT is calculated
The ILAT is a weighted sum of three indices: consumer prices excluding tobacco and rents, for 50%, the construction cost index (ICC), for 25%, and gross domestic product in value, for 25% (Decree No. 2011-2028 of 29 December 2011).
The index and its changes are published to two decimal places. Its base of 100 is the first quarter of 2010.
What the ILAT is used for in a lease
The ILAT is used to index the rent of premises used for activities other than commercial or craft activities, and of premises let to the liberal professions, for example under a professional lease. In a commercial lease, it also caps the three-yearly review (article L. 145-38 of the Commercial Code) and the rent of the renewed lease (article L. 145-34), where it is the applicable index.
The clause limiting index changes allowed since 28 May 2026 only covers the ILC, not the ILAT (article L. 145-38-1 of the Commercial Code).
The choice of index and the wording of the clause are negotiated when the lease is signed: have them reviewed by a commercial lease lawyer.
ILAT or ILC
For commercial or craft activities defined by decree, the lease refers to the commercial rents index (ILC). The ILAT applies to other activities and to the liberal professions (article L. 112-2 of the Monetary and Financial Code). The index to apply is the one named in the lease clause.
When INSEE publishes the ILAT
INSEE, the French statistics office, publishes the ILAT every quarter, about three months after the quarter ends: the value for Q2 2026 was published in September 2026. This page will be updated when Q3 2026 is published.
