How the ILC is calculated
The ILC is a weighted sum of two indices: consumer prices excluding tobacco and rents, for 75%, and the construction cost index (ICC), for 25%, each taken as an average over one year. This make-up results from the decree of 14 March 2022, which amended Decree No. 2008-1139 of 4 November 2008.
The index and its changes are published to two decimal places. Its base of 100 is the first quarter of 2008.
What the ILC is used for in a French commercial lease
The ILC is first used for the annual indexation found in most commercial leases, for the quarter named in the clause. It also caps the three-yearly review: the increase or decrease cannot exceed the change in the index since the rent was last set, unless a material change in local trading conditions has moved the rental value by more than 10% (article L. 145-38 of the Commercial Code).
On the renewal of a commercial lease, the new rent is in principle capped at the change in the ILC or ILAT since the rent of the expiring lease was first set; if no clause fixes the reference quarter, the change is calculated over the nine years before the latest published index (article L. 145-34).
Since 28 May 2026, a lease may also contain a clause that limits, by the same proportion upwards and downwards, the annual change in the ILC used for rent reviews (article L. 145-38-1).
A wrongly chosen index or a badly drafted clause can cost money for the whole term of the lease: have the clause reviewed by a commercial lease lawyer before you sign or claim a review.
ILC or ILAT
The ILC applies to commercial or craft activities defined by decree. For other activities and for the liberal professions, the lease refers to the ILAT index (article L. 112-2 of the Monetary and Financial Code). The index to apply is the one named in the lease clause.
When INSEE publishes the ILC
INSEE, the French statistics office, publishes the ILC every quarter, about three months after the quarter ends: the value for Q2 2026 was published in September 2026. This page will be updated when Q3 2026 is published.
Questions about the ILC
What is the ILC value in 2026?
For Q2 2026, the ILC stands at 137.16 (+0.26% over one year). For Q1 2026, it was 135.26.
How is the ILC calculated?
It combines, for 75%, the change in consumer prices excluding tobacco and rents and, for 25%, the change in the construction cost index, each as an average over one year (Decree No. 2008-1139 of 4 November 2008, as amended by the decree of 14 March 2022).
Which ILC quarter should be used for a rent review?
For annual indexation, the quarter named in the lease clause. For the three-yearly review, the change is measured from the last time the rent was set by agreement or by the court (article L. 145-38 of the Commercial Code). On renewal, if there is no clause, over the nine years before the latest published index (article L. 145-34).
Can the ILC go down?
Yes. In Q1 2026, the ILC fell by 0.45% over one year. A fall in the index lowers an indexed rent, unless the lease contains a clause limiting the change (article L. 145-38-1).
